SBA National Conference and Expo:
The U.S. Small Business Administration celebrates its
50th anniversary next week, with an Entrepreneurial
Conference and Expo in Washington, D.C. The NASE is a

Women Entrepreneurship in the 21st Century
Tampa, Florida is set to host the next Women
Entrepreneurship in the 21st Century summit, sponsored
by the NASE, the U.S. Small Business Administration,
Department of Labor and the Center for Entrepreneurial
Excellence. The free conference includes a full day of
business sessions, networking opportunities and
keynote speeches by Secretary of Labor Elaine Chao and
SBA Administrator Hector Barreto. All women business
leaders, owners and entrepreneurs are invited to the

Health Care Summit
The U.S. Chamber of Commerce and National Women’s
Business Council will host a health care summit in
Washington, D.C., addressing the concerns of women
business owners in providing accessible health care
coverage to their employees. The health care summit
will feature presentations on affordable health
coverage, the elder care crunch, and breakthroughs in
women's medical research. Panels will be composed of
corporate CEOs, small-business representatives, health
care professionals, and leading government officials.
The summit cost is $175, which includes breakfast and

IRS Introduces New "Where to File" Web
site
Finding addresses to file Internal Revenue
Service (IRS) tax forms has just become easier for taxpayers
and tax practitioners. This month the IRS launched a new
"Where to File" Web address on the Internet. With only a few
keystrokes, taxpayers and practitioners now have access to
the proper mailing address to ensure that business returns
are received and processed in a timely manner.

SBA's Advocacy Gives Mixed Review on
Federal Compliance with Executive Order 13272
Federal agencies received a mixed review of their compliance
with President Bush’s Executive Order 13272, according to a
new report issued by the Office of Advocacy of the U.S.
Small Business Administration. The Executive Order, given
last August, requires federal agencies to consider the
impact of proposed regulations on small business before the
rules are put into place. The report notes that Advocacy is
encouraged by actions taken so far, however “more compliance
is needed.”
The report evaluates federal agencies’ compliance with the
three main requirements of the Executive Order. These
include implementation of written policies to measure the
impact of proposed regulations on small business,
notification to Advocacy if draft rules will have a
significant economic impact on a substantial number of small
entities, and careful consideration of Advocacy’s comments
reflecting small business concerns about the proposed
regulations.
The Office of Advocacy also trains federal agencies in how
to properly consider their impact on small business early in
the regulatory process, to help with the Executive Order
compliance.
The goal of the training is to minimize regulatory barriers
to job creation and economic growth while still meeting
agency regulatory goals. The ongoing training will continue
into 2004.
